THE "LOCATION" OF MANDERA INTERNATIONAL AIRPORT


I think much has been said about the Proposed Mandera International Airport at Omar Jilaow, said to run into 1(One) Billion Kenya Shillings but Today, Our tirades goes to the Contract Holders of the Construction of the Proposed Mandera International Airport at Omar Jilaow, Mandera County.






What we are really worried off is: why the Contract Holders are pretty hiding themselves and just want their project in shadows. If the Project is for the good of the community, let them face us as locals and have a consensus on it for the good of the people.



Doing it in Shadows will create tensions and issues...why follow that route. Again, some facts need to be understood in regards to this:

Hon. Ibrahim Abdi Dalahow, One of our Upcoming Politician, was recently forced to stop the Construction at the High Court of Kenya, Milimani because we found our that, due processes have not been followed. To This Fact, There is a Constitutional Act (CAP 295 of the Laws of Kenya) that makes provision for the compulsory acquisition of private land by the state. Part II of that Act, sets out the procedures for compulsory acquisition of land,


Whenever the Minister is satisfied that the need is likely to arise for the acquisition of some particular land under section 6, the Commissioner may cause notice thereof to be published in the Gazette, and shall deliver a copy of the notice to every person who appears to him to be interested in the land (sect. 5).


Section 6 provides for notices of acquisition to be decided by the Minister who directs in writing the Commissioner to acquire the land compulsory under this Part. Where land is acquired compulsorily under this part, full compensation shall be paid promptly to all persons interested in the land. Where part only of the land comprised in documents of title has been acquired, the Commissioner shall, as soon as practicable, cause a final survey to be made of all the land acquired (sect. 17).




Part III deals with the temporary possession of land by a public body. Again the Minister is appointed to direct the Commissioner to take possession of the land required under section 24. The Commissioner may at any time of his own accord, by application in the prescribed form, refer to the Court for its determination any matters listed in section 28. Section 29 provides for appeal to Court by interested persons. (36 sections completed by one Schedule: principles on which compensation is to be determined)


In This case, We may say, a lot of Due process has not been reached and since this matter is now in the Courts, we May Not Delve on it so much. This said, Some of the Conditions for DUE PROCESS will be tabled once we reach a Meeting to discuss the Airport.

MANDERA INTERNATIONAL AIRPORT TO BE SET AT OMAR JILAOW

Construction of an international airport in Mandera near Omar Jilaow, Mandera East is set to start in September after the national government allocated funds for the project, governor Ali Roba has said.Share


Mr Roba said the design and award of tender for the Sh1 billion airport is complete.

The facility is envisioned to open up the potential of the county tremendously, he said.



“Among the economic benefits expected are easing exports of agricultural and livestock products which will generate revenue for the country and uplift the lives of the population,” Mr Roba said.

“With the stabilization of Somalia, Mandera County will be a regional business hub and the airport will serve Somalia and Ethiopia through facilitation of easy movement of people and goods in the region.”

The airways above Mandera airspace are one of the International Civil Aviation Organization (ICAO) Mandatory reporting points by international airlines using this airspace. 

“The construction of an international airport at such strategic location will also facilitate en-route alternate planning for the international flights using airspace hence making Kenya an aviation hub as envisaged in the second medium term plan in Kenya Vision 2030,” he said.

The county government will also undertake rehabilitation and expansion of four airstrips.

UWEZO FUND IN LAFEY AND MANDERA: 45MILLION

 More than 300 youth groups in Mandera East and Lafey subcounties are set to benefit from Sh45 million from the Uwezo Fund kitty.

 Mandera East youth officer Abdullahi Adan yesterday told the Star in Mandera town that the funds have been released by the government. He said his office in the process of vetting the youth groups. Adan appealed to area politicians to let his office distribute the money to cater for hundreds of unemployed youths in the region.

 “Let politicians not interfere with this noble process of empowering the youth in this county,” he said.


“The fund will benefit not only the youth but also women and people living with disabilities. We have started receiving applications, which will be vetted by a committee under the chairmanship of Mandera women's representative."

 He said the committee has 13 members. Adan said defaulters from the past government initiatives will not be considered.

 “Uwezo Fund is compliant to the law and all youth groups are at liberty to apply but we have tight regulations to see that groups from Somalia and Ethiopia do not get a share,” he said.

 Adan said only a few women have applied for the fund due to high level of illiteracy and cultural beliefs that women are inferior to men.

 “Youthful women groups are less since our society doesn’t see the importance of the girl child,” he said.

 For a group to qualify for the fund, it must be practicing table banking, must have been in existence for the past six months and has never defaulted on any other loan.

Adan called on chiefs, who are members of the vetting committee, to ensure the needy benefit from the fund.

MANDERA COUNTY & HEALTH PRIORITIES


Citizen TV: 800Million allocated to revamp healthcare in Mandera.The Mandera County government has allocated over 800 million shillings in this financial year to revamp healthcare provision.

Mandera Governor Ali Roba says his government has already advertised for about 160 positions in the health sector. The county is also seeking to secure the supplies line and reorganize management of the health systems to bolster health services. Saying the current standoff over devolution of health workers could paralyse services, the governor called on the ministry of devolution to resolve the dispute.



The recent Kenya Population Situation Analysis report released by Ministry of Devolution and Planning paints a grim picture, in which an estimated 4,000 of 100,000 expectant women die annually in Mandera –
